Fisher looks up at Jarret.

"Romulans you say? I know nothing of any romulan. I'm an old man spending his last days in quiet retirment. Why am i here?"

Fisher hesitated for a moment then spoke.

"I was offered nothing.  Romulans do not make deals with Starfleet officers. They have thier own operative to do it for them."

Fisher smiles.

"Come with me Mr. Graham, I will be working in engineering myself to insure its quality. The Interceptor will have 2 full sized Engine Rooms with a warp core for each Nacelle to generate power sufficiently."

He walks to a large cart taking 2 cases one large one small of tools. He hands the larger one to Graham and takes the small one beckoning Graham to follow him into an access entry.

Fisher comes out of a porthole.

"Both Engineering sections have been completed and all consoles put together. I believe she's ready to run. The warp cores check out and have given off perfect power. The ships lighting systems have been tied to main power."

"Thats good. I can finally rest."

Fisher goes to the helm console moving the ship out of the hanger. Taking it into the open stardock access area and into docking in front of the view windows.

"Well i wil be going to the little feast you set up. I will lead the tour i assume?"

"It is indeed Commander. Mr. Graham its good to have you, You may work in the Engineering deck with me. Its the last deck to be filled in before we install the external systems."

Admiral Fisher came from an access port running slightly.

"Admiral, Tom, If we're launching tonight we have to get her started and in space, if you didn't notice she's on clamps in the hanger, we need to get her inside the spacedock. I can open the main hanger doors and she can go out and around. I need all your cadets to help me man the bridge"

Fisher walks from an access area on the ships hull.

"Most of the long saucer section of the ship is not built. It just lacks the systems and things not built in. Just empty spaces basicly. The challenge will be the 2 main body parts where the double deflector dishes are its very complicated with the new science systems."

Admiral Fisher comes to the main hanger where the shell like hull is being build. The hull is thicker than the normal hull to withstand the speeds it will be going.

Fisher opens a channel to the entire base.

"This is Admiral Fisher, all officers who will be working with the USS Interceptor report to its hanger at once. Fisher out"

"Have all but McCoy work on Engineering. We are building the under parts separatly as if building 2 intrepids then connecting, this enable the ship to be separted 3 ways. Saucer, and 2 star drive sections in case of emergency. Each drive section will have a warp core, and so each nacelle will have its own personal warp core for increased power. Rather than trying to make one huge power source for both. This is more efficient."

"The race for size is disrespectful to our division. Other divisions function is not engineering works as ours is. The title is ours well earned long before other CO's decided to turn it into a race. My point being, it is not a race. And to ensure it does not become or remain one we are passing such. It is not open for debate Admiral."

Fisher, clearly pleased at the intertest cleared his throat.

"The Interceptor's size makes it a hard task to move and not have it rip apart in space. It was a difficult task to figure out how to make it mobile. But with 3 main warp cores and 2 back-ups it produces enough power to move a fleet of 50 Galaxy Class ships. Its not a big speed ship as the Excalibur was, its top speed is warp 8. Which is fast for something of its size. The hull will be thicker than the standard ship to withstand the speed and pressure. Warp 10 may be in our future projects to refit ships. If we do do this support is welcomed. It will be fit with standard impulse."

Fisher walks into the promenade a padd with him. He walks up to Admiral Hobson and Bailey.

"Admiral Hobson, i have my speech of sorts. I wrote it on the ride back to DS 20. I left Matthews to duty. Hopfully some from Avalon will visit later. But i did not sense much enthusiasm from the people i met. I didn't meet other high command officers although i know you and Admiral Madison are. With your final signatures i will announce the new Starfleet Engineering regulation. Which is in my speech."

He hands to padd to Hobson

"Very good, We could use all the help with getting crew to build the ship. We don't have the engineering team we did when the Excalibur was built. Anyone interested in the project and being a part is welcome to volunteer. The more we have the sooner we can commission the ship. It will be a long process we still need to test some technologies."
