"I would surely not like to see such a thing. This droid is a unique piece of hardware, and is quite competant in it's abilities to protect the High Queen. I would not like to see such a thing dismantled. But I do agree with Mr. Pax as well, we must ensure the droid is not a threat to the queen or anyone it is tasked to defend, nor a threat to those around it."

"If the droid's purpose is to protect Captain Sanchez, then should an override sequence be installed, perhaps he should be the one to wield it."

He turns his attention to Commander Spock.

"Mr. Spock, I highly doubt that the addition of HK47 to your crew is the only thing that has kept your captain alive. I am sure you and your crewmates could protect him. I do agree that HK47 is an effective supplement to a security force, but I am not sure I agree with him being as heavily armed as he is. I think his armaments should be limited, but not removed altogether. Imagine if he had malfunctioned worse than he did? He could have killed the entire crew, however, I am certain it would have been by no wish of his own."

Tash directs his attention at the entire chamber.

"But we cannot make the decision to add new subroutines, that is HK47's decision alone to make. Droids have been declared sentient, and tampering with their programming without their consent is unethical. But as I have already stated, some of his physical equipment should be removed, not as punishment, but for the safety of the Starfleet crew."

"It seems both the Revox and the Evolution have left orbit. Something about a Dralian merchant, I think? Either way, we don't have any ships here at the moment, but please feel free to explore the planet as you see fit."

"Well, let's begin."

Tash opens up a panel on HK47's back and takes a small tool. He begins to access the behavioral directory. He takes a chip from a small computer behind him, and inserts in into a slot. The chip begins to whir, and new subroutines begin to download. After a moment, he removes the chip and closes the panel.

"Now I need to remove extraneous equipment. Don't worry though, you'll be fine."

He spends a few hours tinkering and removing various accessories all over HK47.

"There. I've left you with your shield, and a droid-compatible version of a standard Alliance plasma pistol. That should be fine."

He places the rest in a box with a fractal encrypted locking device and gives it to him.

"Take this to the Evolution, and give it to the security officer there. I'm sure they'll know what to do with it. I trust you won't try to open it."

"I agree with Mr. Mentora. We have not yet reached a point in our alliance with Starfleet where we trade significant technology. I would think an officer of the Delta Alliance should control it, but also not without the consent of the Captain or Security officer. Therefore, should Avelsa have motives that conflict with that of the crew, hypothetically of course, she will not have unrestricted access to the weapons. But other than that, I am fine with all the terms."

"At last report, Highness, they had left in an attempt to track down the source of a Dralian distress call."

He looks at the Dralian representative with concern in his eyes.

"You all are quite mistaken. Should the Council decree that the droid will be disassembled, I will do so myself, and use the parts to build a new droid. I am, after all, it's original builder."

He pauses for a moment.

"But let us save our judgements on the droid until the final vote. I believe the droid is perfectly fine as it is, and any problems were a product of a glitch in his behavior subroutines. I will repair them afterwards."

"Ahh, greetings, everyone. And Mr. Avelox, the Vulcan is not applying his species for membership. Have you never heard of Starfleet? I thought everyone in the Delta Alliance had at least heard of them."

Tash enters the council chamber, followed by several others. He moves toward his seat on the council and presses a small button.

"I have just summoned the Council. Please take a seat until the Queen and the other representatives arrive."

"Yes, but I'm not surprised, I never thought it would ever actually come to that. Anyway, you won't have control over the more advanced gear, since a similar malfunction could be dangerous if you had access to them. If you'd like, I could take a look at your autonomy subroutines and see if there's anything strange in there."

The Queen, as well as the Talonian, Dralian, Nigillian, Droid, Nygean, and Naederian representatives are not yet here. Be patient, Mr. Spock, this trial will be concluded shortly enough.

(OFF: I know Tankalan is the Talonian rep, and I'm not sure if Kiatya has anyone to play her, but do we have anyone to play as the other reps?)
