okay Mr. Reed. Look at it this way, the section CO is in charge of his own "fleet" it might be the SIA, Intel, FSS, or Section 31. They control one aspect of the whole group. And in your case FSS section CO would mean that you have command of the FSS fleet and station. To make sure they operate efficiently.

like in my previous post I stated that Arthur Nimitz was the section XO of the SIA, well he was in charge of the SIV Dragon. Which was involved in the SIA.

You are FSS section CO and thus in charge of the Blackfire and possibly Kennedy Station as well. You are ultimately put to the task of maintaining crew and also to make sure they are running their missions correctly.

One of my characters is Arthur Nimitz, and I believe for variety purposes someone else should be the section CO or XO of Intel in Arthur's place.

Duncan McCloud, is no longer with us so both of the Intel command position's are open to new officers. He has not posted in almost three months.
