The Devoras has made contact with a species called the  Rishannso. They appear to be the same  Rishannso you tell your children about to get them to got to bed. There ships are massive and the seem to be in a drawn-out was with the Vidiians.

Tal Shiar General Kaledra seems to have some connection with the genetic alterations done to Starfleet Captain Ramius. This have loosened relations with Starfleet in this sector.
